Purpose

• Change state rules for tax increment financing (TIF) to apply special provisions to the Alatus Tax Increment Financing District in the City of Columbia Heights. The bill aims to extend how long TIF funds can be used and how long the district can operate, giving the city more time to use incremental tax revenue for approved projects.

Main provisions

• Extend the five-year TIF period for the Alatus District from five years to ten years.
• Extend the period for using TIF increment after the five-year point from five years to eleven years for the Alatus District.
• Allow, notwithstanding certain existing law (specific Minnesota Statutes subsections 1b and 1d), the City of Columbia Heights or its economic development authority to elect to extend the overall duration of the Alatus TIF District by five additional years.

Significant changes to existing law

• Creates a district-specific extension to longer timeframes for both the existence of the TIF district and the use of its tax increment, applying only to the Alatus District in Columbia Heights.
• Overrides certain standard provisions in Minnesota law (subsections 469.1761b and 469.1761d) for this district, allowing the local entity to decide to extend the district’s duration by five years.

Implementation and local decision-making

• The city of Columbia Heights or its economic development authority would decide, through local processes, whether to exercise the five-year extension option.
• These changes are targeted to a single TIF district and do not automatically apply to other districts.
