Purpose

• Expand the duties and authority of the State Auditor to strengthen oversight of the state's finances, enforcement of judgments, and anti-fraud efforts. The changes would codify new functions and tools for fraud reporting and public engagement.

Main Provisions

• Section 6.01 amendments to the State Auditor’s duties:
  • a) The State Auditor shall supervise and manage the fiscal concerns of the state as required by law. The Auditor may act on behalf of the state to fulfill assignments and satisfactions of judgments rendered in its favor, and shall have the authority to investigate fraud and audit state agencies.
  • b) The State Auditor shall have a seal bearing the words “Seal of the Auditor of Minnesota” and must affix it to all official certificates and conveyances executed by the State Auditor.
  • c) The State Auditor shall develop and implement a fraud complaint line for individuals to report suspected fraud, and shall implement an electronic tip form for use by the public.
