Purpose

Main Provisions

• Notwithstanding Minnesota law (including Minnesota Statutes section 16B.98 or any other law), the commissioner of labor and industry may provide advance payments of grants to grantees for the registered teacher apprenticeship competitive grant program (as referenced in Laws 2025 First Special Session chapter 6 article 2 section 2 subdivision 8 paragraph d).
• To qualify for direct funding, the commissioner must verify that using a reimbursement-based payment model would create financial hardship for the grantee and would impede program implementation.
• This provision is temporary and expires on December 31, 2027.
