Allow Independent School District No. 197 (West St. Paul–Mendota Heights–Eagan) to permanently transfer any balance from its building construction fund to the reserved account for operating capital in the general fund, with no required levy reduction, as of June 30, 2026.

The bill applies to Independent School District No. 197 (West St. Paul–Mendota Heights–Eagan).
It lets the district transfer funds from the building construction fund to the reserved account for operating capital in the general fund.
The transfer would be permanent and would not require reducing the district’s levy.
The transfer is allowed notwithstanding certain state laws listed below.

Overrides or bypasses Minnesota Statutes sections 123B.79, 123B.80, and 475.61 subdivision 1.4 as of the date stated in the bill.

Effective date is June 30, 2026.
The district may permanently transfer the balance from its building construction fund to the general fund’s reserved operating capital account on that date, without a levy reduction.
