Purpose

To fund a new bituminous multiuse trail along the west side of Trunk Highway 13 in Prior Lake. The goal is to provide a safe route for students and residents, improve accessibility, and enhance safety for pedestrians and bicyclists.

Main Provisions

• Subdivision 1 – Appropriation: An amount of 4,103,000 dollars is appropriated from the bond proceeds account in the trunk highway fund to the commissioner of transportation to design, engineer, and construct three segments of a bituminous multiuse trail along the west side of marked Trunk Highway 13 in Prior Lake. The completed trail is intended to provide a safe route to schools, improve accessibility, and enhance pedestrian and bicyclist safety.
• Subdivision 2 – Bond sale: The commissioner of management and budget must sell and issue state bonds up to 4,103,000 dollars to fund the appropriation, in the manner and terms required by Minnesota statutes sections 167.50 to 167.52 and Article XIV, Section 11 of the Minnesota Constitution. Bond proceeds (except accrued interest and any premium) must be deposited into the bond proceeds account in the trunk highway fund.
